From the Paper About life times of Elementary particles it was clarified that there is a relation between maximum stable time and minimum unstable time.The ratio of these is related to quantum conditions as follows.
In case of Particles whose decay products are directly or indirectly EM radiation and other particles then,
hTmax=unification factor x C x Tmin ……(01),where C=1 or 10
hTmax=unification factor x 1/C x Tmin ……(02),where C=10^12
In case of Particles whose decay products are energy products along with other particles then,
hTmax=unification factor x [1/C1 x1/C2=1/C^2] Tmin ……(03),where C1=10^8 or 10^12 and C2=10^8 or 10^1
In case of virtually charged/neutral particles like W and Z particles following relation holds
hTmax=unification factor x [C1 x C2=C^2] Tmin ……(04),where C=10^8
The above theory explains the fact that phi mesons are acting as 4D energy particles instead of material particles,this is due to the fact like quantisation of matter equivalence of radiation as 1/C^3.1/C^3=1/C^3=(1/C^3)C=1/C^2.Eventhough it is acting as energy particle according to this Theory,still according to Spin conservation these mesons are material particles.
